I.El ao 1909, Ricardo Rojas proyect por primera vez esta Biblioteca, como parte integrante de su ms extenso plan de educacin democrtica, que llam La Restauracin Nacionalista, en el informe sobre nuestra enseanza, presentado entonces al ministro de Instruccin Pblica, doctor Rmulo Naon. (Vase en la citada obra el captulo VII, pginas 430-434, y en el Apndice, el acpite nmero 2, pginas 482-483.) II.En 1910, Ricardo Rojas, delegado al Congreso de Bibliotecas, reunido para el Centenario en Buenos Aires, renov su iniciativa del ao anterior, concretndola ms aun, y dicha asamblea de educadores la acept por unanimidad, despues de oir, en sesin presidida por el profesor Pablo Pizzurno, los fundamentos y propsitos del autor. III.En 1911, este proyecto de fundar una Biblioteca popular de autores argentinos, fu adoptado por el presidente del Consejo de Educacin doctor Jos M. Ramos Meja, quien, con la lealtad que le era ingnita, llam espontneamente al autor de la idea para ofrecerle la direccin y le pidi que redactara un informe prospecto sobre la proyectada Biblioteca. Ricardo Rojas accedi, indicando los mismos autores que publicaremos nosotros, con idntico formato, precio y periodicidad; pero la renuncia del presidente Ramos Meja, frustr tan generosa tentativa.
