About the Author
Moss, Margaret P.: - Margaret P. Moss, PhD, JD, RN, FAAN, is a member of the Mandan, Hidatsa, and Arikara Nation, Three Affiliated Tribes of North Dakota. Dr. Moss is the first and only American Indian to hold both nursing and juris doctorates. She is currently director of the University of British Columbia's First Nations House of Learning and a tenured associate professor in the Faculty of Applied Science-Nursing. Formerly, Dr. Moss was assistant dean of Diversity and Inclusion, and associate professor (tenured) at the University of Buffalo, School of Nursing. She published the first nursing textbook on American Indian Health and Nursing (Springer Publishing Company, 2015). This text won two American Journal of Nursing (AJN) Book of the Year Awards (2016). Dr. Moss was a Fulbright Visiting Research Chair in Aboriginal and Indigenous Life in the North American Context at McGill University, Montreal, Quebec, Canada (2014) while on the faculty at Yale University (2010-2015). She was a Robert Wood Johnson Foundation Health Policy fellow staffing the U.S. Senate Special Committee on Aging. She tenured at the University of Minnesota in 2006 while on faculty (2000-2010). Her focus is in health disparities, structural determinants of health especially in American Indian/Alaska Natives, aging, and policy.Phillips, Janice: - Janice M. Phillips, PhD, RN, CENP, FAAN, is an experienced clinician, researcher, educator, and public policy advocate in the health care arena who completed service as a 2010-2011 Robert Wood Johnson Foundation Health Policy fellow, working in the congressional office of Senator John D. Rockefeller IV (D-WV). With specialties spanning oncology, public health, women's health, minority health, nursing regulation, and research administration, she is passionate about eliminating health disparities and achieving health equity. Dr. Phillips holds a BSN from North Park College and an MS in Community Health from St. Xavier College, both in Chicago, and a PhD in Nursing from the University of Illinois, College of Nursing. She is the director of Nursing Research and Health Equity at Rush University Medical Center in Chicago and an associate professor at the Rush University College of Nursing. Dr. Phillips was appointed by the secretary of Health and Human Services in October 2019 to serve a 4-year term on the National Advisory Council of Nurse Education and Practice (NACNEP or 'Council') of the Health Resources and Services Administration (HRSA). The Council provides advice and recommendations to the secretary and Congress with respect to the administration of Title VIII of the Public Health Service Act.
