The success or non-success of the undertaking largely rests on its ability to convince the British Esperantist that it is to his or her advantage, social or financial, to become a Member of the Association direct, as well as participating with a local group, under a capitation fee. This advantage may not be apparent at first sight, but I firmly believe that, with efficient management, it will be realised by those who are public-spirited enough to become Members of the central body. Correspondence Bureau, Hotel arrangements, Commercial Exchange and Mart, Lending Library, Social Gatherings, Examination facilities, etc., should bring a large and increasing membership. But it is absolutely necessary that the enterprise be begun with courage and determination. No success may be reasonably expected unless a permanent office be engaged, and an Assistant (paid) Secretary be appointed, who may be always in attendance there to answer inquiries. If its promoters are contemplating a less venturesome line of action, I am strongly of opinion that the proposed Association will be at best but a weak measure, and end in disaster.
