Zu Beginn seiner Amtszeit schien sich Kaiser Wilhelm II. zunachst seinen polnischen Untertanen gegenuber wohlwollend zu verhalten. Doch ab 1894 wurde er zu einem erklarten Feind aller politischen Bestrebungen Polens. Er kehrte zum Germanisierungskurs zuruck, der unter Reichskanzler Otto von Bismarck begonnen hatte. Polinnen und Polen machten zwar rund zehn Prozent der preussischen Bevolkerung aus, doch ihre Rechte auf eine eigene nationale Identitat, auf Tradition und Pflege der Sprache wurden vom Staat nicht geachtet. Der deutsch-polnische Konflikt wurde auch vom Kaiser selbst geschurt. Seine provokativen Reden riefen bei Polinnen und Polen immer wieder Emporung hervor, sowohl im Reich als auch in den ubrigen Teilungsgebieten Polens. In seinem Buch schreibt Piotr Szlanta ein bislang wenig bekanntes Kapitel der deutsch-polnischen Beziehungsgeschichte und schildert aufgrund umfangreicher Quellenstudien zahlreiche Episoden aus dem politischen und gesellschaftlichen Leben unter Kaiser Wilhelm II.
